A Research-Action-Training Group (GRAF), made up of experienced field trainers with training in designing training programmes, created language toolboxes for adult migrants or adults in linguistic and professional integration. Their work addresses the needs of learners with diverse backgrounds and abilities and is based on formative situations: reflective analysis, pooling of skills, production of tools then testing on target audiences and distribution to practitioners on request.

THE INITIATIVE PROMOTER’S PERSPECTIVE

Background

The information for the Case Study was collected during an interview with Sophie Etienne, who represents “AEFTI Fédération”, the promoting institution of the “Production d’outils de formation à destination de publics adultes migrants en insertion sociale et professionnelle” project.

The background of the “Production d’outils de formation à destination de publics adultes migrants en insertion sociale et professionnelle” project is based on the Federation’s need to concretely answer the requests coming from its target groups. The AEFTI Fédération works with adult migrants or adults in linguistic and professional integration, dealing with their linguistic and social needs. In the framework of the current project, the Federation realized several teaching tools (reflective analysis, pooling of skills, official documents) addressed to adults in order help their social and professional insertion within the French background. Those tools were made available to the teaching institutions of the local territory, of the AEFTI network or working at national level. This way, the teaching institutions were helped to face the linguistic needs of their end users (adult immigrants).

The project target groups are: adult migrants, adults in linguistic and professional integration, analphabets.

The project target language is French.

Objectives

The project major objectives are :
- address the concrete needs of the territory supporting effective integration of immigrants;
- be upload about the existing teaching materials to the ever-changing needs of immigrants;
- upgrade and develop the know-how of trainers and teachers dealing with “students with special needs” (adult migrants, adults in linguistic and professional integration, analphabets);
- create new documents and teaching materials which could answer the needs of the territory;
- develop new teaching tools.

Approach

The “Production d’outils de formation à destination de publics adultes migrants en insertion sociale et professionnelle” project has been built by the AEFTI Fédération in close cooperation with trainers and teachers and after a testing period by the target users of the teaching institutions. Thanks to this cooperation, it was possible to underline the priorities and the specific needs of the immigrants, in order to define a unique and democratic teaching model, the so-called language toolbox, which is the main deliverable of the project.

Results

The main result of the “Production d’outils de formation à destination de publics adultes migrants en insertion sociale et professionnelle” project is represented by a language toolbox for adult migrants or adults in linguistic and professional integration. This tool is now used in all the different teaching institutions of the Federation. In addition, it has been presented in several French and international Universities, receiving positive feedbacks and comments.

Why the European Language Label?

The AEFTI Fédération, the “Production d’outils de formation à destination de publics adultes migrants en insertion sociale et professionnelle” project promoter, decided to submit the application for the European Language Label on National Agency’s advice.

According to Sophie Etienne, the project was chosen by the French National Agency, in the framework of the European Language Label, because of its strong link with the territory and because of its sustainability.

Activities following the award of the European Language Label

The AEFTI Fédération carried out different activities of dissemination, putting the European Language Label logo on its site and on all the informative documents. In addition, the European Language Label was used in order to present the promoting institution on the occasion of official conferences and seminars. Finally, the AEFTI Fédération advertised the European Language Label on several magazines specialized in education and training.

Assessment of the Impact of the European Language Label

The European Language Label guaranteed a greater credibility to the project, which was better considered by funders and possible new sponsors. In addition, the award of the Label acted as a spring on the project promoter, which felt more confident in its means, expressed the desire to continue in the direction of the project and had the possibility to establish new important contacts with transnational partners.

Recommendations for future applicants for the ELL

In order to develop a quality project in the field of Language learning, Sophie Etienne advices to propose projects which are fully inserted in a specific background, answering its real needs.

Once obtained the European Language Label, it is necessary to communicate it on the local and national level. For this reason, according to Sophie Etienne, it is necessary to use the European language Label on thematic publications financed by the promoter institution.

THE NELLIP NETWORK’S PERSPECTIVE

Consistency with European Policies in the field of Language Learning

The NELLIP Network selected the “Production d’outils de formation à destination de publics adultes migrants en insertion sociale et professionnelle” for its consistency with the political priorities of the European Commission in the field of language learning. In particular, the project enhances the quality of language teaching, offering an official teaching tool addressed to a specific target group, and focus on the development of tools for monitoring progresses in the field of language learning.

Message: Adults and migrants are often away from the language learning processes. This project has the big advantage to create a detailed toolbox for a specific target group, helping adult migrants to improve their language skills.
